Summary....March 2004 was a mild month in central Oklahoma, with none of the major Arctic outbreaks we saw the previous two Marches. In fact the temperature did not even get below freezing all month. Not much in the way of moist air made it in Oklahoma all month, even despite a period of persistent southerly winds late in the month. Much of the month's rain came around the beginning of the month, with heavy rain on the 3rd causing quite a bit of street flooding throughout Norman. Several tornadoes occurred in western Oklahoma on the 27th, otherwise not much in the way of severe weather occurred across the state all month.
Turlock CA - like much of the state - saw a summerlike weather pattern for much of the month. All of the month's rain came on the 1st and 25th, totaling just .65 inch for the entire month. The season total through month's end was 9.74 inches.
