Summary....February 2003 was a backwards weather month in central Oklahoma in which the warmest weather occurred at the beginning of the month and the coldest weather occurred at the end of the month. Most of the state experienced some healthy snowfalls during the month - even Norman, which seems to be notorious for missing out on winter weather events, got in some of the action. Two wet, sloppy snowfalls occurred here on the 6th and the 9th. Temperatures never fell below freezing during either event, which aided in a quick snowmelt and minimized problems on the roads. Of course, Norman missed out on its share of snowstorms as well. On the 23rd, a trace of snow fell here while widespread amounts of greater than 6 inches fell in northern Oklahoma. By the 24th, it was evident who was out of town on the 23rd - many people had returned to Norman with several inches of snow still piled up on top of the vehicles. Then on the 24th, southern Oklahoma received widespread amounts of snow greater than 3 inches while Norman recorded well under an inch. Still, Norman did receive 5 inches for the month - the most snow which has fallen here in one month since Nov 2001. The final week of the month brought the coldest weather central Oklahoma had seen all winter. The area endured a significant duration of subfreezing temperatures, which was compounded by the fact the area endured a significant duration of low overcast which blocked out the sun and prevented much modification of the airmass. Very light but persistent freezing drizzle and snow fell from this low overcast the final four days of the month, although enough drizzle fell on the night of the 25th-26th to cause the roads to ice up throughout the Oklahoma City area.
Turlock CA had under an inch of rain for the second month in a row, with only .74 inch falling there in Feb 2003. That crazy storm which brought incredible amounts of rainfall in SoCal on the 11th-13th only dropped .32 inch in Turlock. It seems the "December Jinx" has struck the San Joaquin Valley once again, as rainy seasons in which the area receives half of its average annual rainfall by the end of December tend to be really dry in the late winter and spring months. 2002-03 appears to be following the same pattern of the 2001-02, 1996-97, and 1983-84 seasons - very wet up until late December/early January, then extremely dry for the remainder of the season. The 2002-03 season rainfall total in Turlock stood at an even 8.00 at month's end.
