Summary....January 2003 was the driest month central Oklahoma had experienced since August 2000, as a dry northerly flow funneled polar air into the area throughout the month and helped keep moist Gulf of Mexico airmasses away. Temperatures were seasonably cool for most of the month, with some frigid Arctic blasts affecting the area on the 16th-17th and 22nd-24th.
Turlock CA did not see much in the way of rain in January 2003 either, with only .79 inch of rain falling all month. The San Joaquin Valley endured a good old fashioned month long dense fog and low stratus outbreak not seen since Dec 1989 - in fact only one day was free of fog and/or low stratus at Modesto airport (Jan 2). This month was similiar to Dec 1989 in a lot of ways, in that a stubborn ridge of high pressure parked over the western United States all month, keeping the West very dry while allowing polar airmasses to plunge deep into the southern United States. Jan 2003 brought the central coast of Florida their first snowfall since Dec 1989. The ridge also kept California very warm all month, and although the fog and low clouds kept the San Joaquin Valley from enjoying the summerlike temps the Los Angeles Basin experienced late in the month, the temperature at Modesto airport never got below 35F all month.
